If you are looking for your first and possibly only pistol while on a limited budget, these pistols are good quality and under $400. Criteria; brand name good quality and 15 rounds or more magazine capacity, large enough to serve as a duty pistol but still small enough to be concealable, under $400.00.

FNH 66752 FNS-9 17+1 9mm 4", Stainless steel nitride coated slide, polymer frame. comes with three 17 round magazines.

Under $300 and has a manual safety if you prefer having a manual safety on a safe action pistol, it also has a magazine disconnect which some people don't like:

Ruger SR9E 17+1 9MM 4.1":

There is a SR40 version in S&W .40 caliber that is under $400.00

I'm just using Bud's Guns because it is an easy example and they are pretty competitive plus online, but definitely check with your local gun shops also. There is a shop locally in my area currently advertising the S&W SD models for under $300. Prices may start going back up with anti 2nd amendment rights legislation being submitted.

Good quality budget AR-15's (Carbine Rifles):

AR-15's with carbine length gas systems tend to be less expensive and the majority of the models available. Drawbacks to the carbine length gas system are slightly more felt recoil, slightly more wear and tear on inner parts, shorter sight radius, bayonets on the legal 16" barrels connect about an inch and half further back and a little loose as the ring goes past the flash suppressor. Still if your budget is limited, for $200 to $400 less than most mid-length gas systems, these models will give you everything needed but the ammo for a fight. Most of the following can be found for under $600, sometimes under $500 if you find someone running a good sale on them.

Smith & Wesson M&P15 SPORT II ( make sure its the II model with the forward assist and dust cover ). This model has Magpul MBUS rear sight with flip long and short range apertures.

Eagle-15, Armalite's budget entry carbine. You would need to add a rear sight to this at a cost of around $50 for a Magpul MBUS rear sight or similar.

Having little or no money is not a good reason to get stuck with a poor quality gun or not buy one at all. There are many firearms that are well built, will last a good amount of time when shot correctly, and can fit into your budget.

As much as I would like to own a gun, I have no desire to be on a list. So I am looking instead for a good crossbow. Sadly they know who has them and where we are. I stand on my Right to be armed, but they have created the enviroment they want so everyone is paranoid and fear mental health issues. Which they decide what those are. Plus even the low cost ones are out of budget.

You can get a .30 cal air pistol and a .457 Texan air rifle u won't be on a list not a firearm and there not really expensive.

I'm not sure about the laws in your state, but in Indiana, we are allowed to do private sales between fellow Indiana citizens.  No background check or transfer paperwork needed.  So it is possible to buy a firearm here and not be on any lists....    :D

U could make a slam fire shotgun really ez not very good but super affective at short range you just have to have a barrel of 18.5 inches you can go smaller but to be safe and overall length of 26 inches i have a few different ones including pistols it's cheap and better than nothing you can still check the laws there very ez to understand?

A 4473 is not a watch list in fact only the ffl keeps a copy of it for 20 years.  After that it is destroyed.  Besides nobody can track private sales.

Yeah they are online  for 35 at primary arms and 38 at palmetto.
