short answer is No it’s illegal 

 

you can not train or operate across state lines

 

this is why most national groups don't call themselves a militia even tho they are, they think it protects them

Even a direct assault from enemy forces will not call up the National Guard. A nuclear strike anywhere in CONUS will immediately active all Guard and Reserve units. Some states, if not all, have laws whereby the governor can call up the unorganized militia.

As far as militia groups communicating, some operate on various smartphone apps (Zello and Signal, for example) while others rely upon ham radio or other radios. If any of the various groups of multiple states communicate or meet among themselves, one doesn't hear much, although there are various groups getting together to do border security.

I my self am a Ham Radio operator W1RLT. Was not aware ot was illegal for groups to communicate. I live in NH. As a resident of NH you are automatically State militia and thats why we have no licence for guns free to carry concealed or open. I love my President he a very smart guy. But i fear the swamp is to deep and I got a feeling out Armed forces. Are going to have there hands full. All this shit storm caused by 1 guy named george
