is it legal to start a local militia at the age of 15 and if so how do i start one

You'll have to spend time researching your local and state laws.  In some locations it is against the law to form a 'private' militia.  In many states there are law against the forming of 'private armies' which likely could be counted as an unorganized militia unit.  Whether or not those laws are enforced is another matter.  

 

My advice to you (given your age) would be to avoid engaging in any activity that might draw attention to you regarding your school - unless you are home-schooled.  If word were to get around to the school administration that students were engaging in 'para-military' activities, they may find reason to suspend you and whatever classmates are involved.  For now, train, learn and do what you can to become more knowledgeable regarding the tools of the trade.   I'd recommend that you consider enlisting in the United States Military when you turn 18.  If you want to get an airsoft or paintball team together, something like that would be viewed as less threatening and could lead to a later militia type group when you are a legal adult and won't have to worry about certain repercussions.

Excellent advice Rev!  I would suggest you get active in Scouting as that will teach you so much that will be useful.  Also instead of starting a militia that may draw attention to you at your age, you might start a MAG (Mutual Assistance Group) instead.  ??? What's the difference you may ask, well mostly semantics but it sounds less menacing and threatening to some people who are easily triggered by the word Militia.
