"“(a) In General.—Except otherwise provided in this section, it shall be unlawful for any individual who is not licensed under this section to knowingly purchase, acquire, or possess a firearm or ammunition." "“(3) EXPIRATION.—A Federal firearm owner's license issued under this section shall expire on the date that is 10 years after the date on which the license was issued."
