      Which 3% group?  There is more than 1 3% organization.  As I replied to your message.  Most likely you didn't follow their procedures for getting cleared and becoming an official member.  There is more to it than just asking to be let in or signing up on a web page.  You didn't respond or even open the message I sent you about joining us.  So we dropped you from consideration.
