  1. you can get everything you need to administer iv fluids without an RX.  amazon has good prices on noncatheter needles, iv drip lines, and dressing.  yet getting the fliud needs a rx.  how I get my iv bags is through a veterinarian.  cats and dogs in old age can have kidney failure.  administering sub cutaneous fliuds is a treatment for that.  simple to do to help your little beast as well.  after that DX your vet will sell you fliud or you can get them online for cheaper.  its usually lacated ringers with is not as common as normal saline.  LR is isotonic solution so it will work for hydration just fine.
