  4. I have studied this for years and every solution that I thought I had involved the internet in some way. What triggered my quest was the Arab Spring in Egypt where the government shut off the internet. The only comms source I have ever found is the old copper that was used for land lines.   5. Yes it can be tracked by tower connection, even in an area with no coverage because the government has portable flying cell hardware which they can use to hijack and eavesdrop on communications. Anything that uses the internet is not reliable for emergency comms.
  6. Sorry, but they would only work to communicate to someone on the same cell tower. The only "radio" part of a cell phone is phone to tower. The towers then use the internet to communicate.   7. We need solutions that do not involve the internet. Why? Remember that during the "arab spring" protests in Egypt they turned off the internet. That said, I have on some of my old programming hard drives a bunch of AES 512 algorithms written in PHP along with compression.   8. Thr frequency is too high to get any range. It is higher than my GMRS radio and since I have had my GMRS 40w radio (about 6 months) I have only made two contacts. The US 915 mhz frequency is really line of sight because the wave is too short to fold around hills or objects. Also the unit is complex.   9. An extreme emergency contact method. 1 800 444 4444 is an important number. Why is it important? If you want to plan for lack of cell phone service get an old two wire tone phone. Put alligator clips on the wires. Go to one of the green phone boxes next to a road or street. Clip the alligator clips to pairs of wires in the box until you get a dial tone. Dial 1 800 444 4444. A synthesized voice will report the number for that wire pair. Tag that wire pair so you can find it again. You now have a landline number that is available for emergency use when the cell phones are turned off.
