Just a guess here but.... I am willing to bet that personnel in high risk of exposure will receive a vaccination first and it will trickle down from there. Most patients I have been with in ICU don’t have a extensive medical history we are finding out that people that have never gone to see a Dr are just not diagnosed with conditions but we can’t say it wasn’t caused by the virus since it’s not documented. yes it’s hard to say what killed some it could be the undiagnosed pre existing health issues or COVID so since we can say it wasn’t and the reason they finally came to the ER is COVID that’s what the cause of death is.
